Sorry, having a meeting over something doesn't indicate "panic", it indicates people who have the power to come up with a plan to deal with the issue. A panic would be if they started turning on each other or resigning positions in an attempt to get out of the way of bad events.

For there to be panic there would have to be some precedent that people in those positions ever face consequences for their actions and I'm not really seeing that. Remember, McCabe got his pension back.
