I was just reading this, a congressional research analysis on Pres DT's 2019 mil construction funding in event of Natl emergency. That, as we know now but didnt then, would be declared in 2020. I wonder.

eta tho this is focused on border related expense in defense budget, what stands out to me is its also in the context of avail $ when a prez declares a natl emergency, which as of that time, was rare. Yet was the case a year later. Maybe nothing, or not be related. but makes me wonder bc somehow there is construction funded there, approved somehow
