Logic: Could Rachel Chandler NOT be in custody and NOT dead by the Cabal? Impossible, I would say. If she was walking around, the Cabal would most certainly have disappeared her, surely....

If these are in fact comms, I think it is far more likely that Chandler is in custody, in protection, and the comms signal that the Chandler chapter is about to start, rather than she is about to be 'arrested'.
EDIT: Guess that teaches me. I should dig moa and speculate less.
Apparently Chandler is currently active and working as a casting director with Midland Agency, which she reported co-founded in 2016.
