Who knows? As I see it this is a Mexican stand-off with a deadline. The DS has to do something before Nov to suspend the elections and take over be it WW3, bioweapon, nuked city, fake UFO invasion, etc. The WHs have the goods on the bad guys for the stolen elections and whatever other evil shit they have been doing behind the scenes. "Nothing can stop what is coming" is true but the patriots are not "in control" because if they were they would have ended this already. The problem is the DS is a cornered rat with nukes so the next moves are critical which is why "it had to be this way" means the delays and eventually military action.

In this scenario some one has to draw first to break the stand off or negotiate a truce. The latter is off the table and the closer we get to Nov the easier it will be for the DS to ramp up the chaos and fear to take over. Things are relatively calm right now so for my money the WH need to pull the trigger now.
