It could only be a handful of people. The FBI already knew about the boxes because they were already there earlier in the year. So we don't really know what they were looking for, but if they were targeting the safe specifically, Cohen would be one of the few people to know where it is. I know he has not been there in a long time but hes not very fond of Trump anymore. I could be way off, but something to consider.
