As far as who's doing it / who's running the pawns directly causing the destruction, I'd say the next step up the ladder is local gang shot callers. I have no idea what percentage of minority youth are gang affiliated, but it is widely known that, in the USA, street gang populations are usually minorities: Black and Hispanic. Within these street gangs, the lowest level members are often minors. They ditch school, hang out, cause trouble, sell drugs for the gang, run errands for the gang, etc. They get their drugs and guns from a smaller time dealer, usually, who gets it from a larger supplier, and so on, until you get to the CIA (look into Gary Webb and read his book; also, do some research into major banks being caught laundering drug money; also, look into the money South American drug cartels command and realize the financial power that they represent). For a very long time, the CIA has used and worked with organized crime: mafia back in the day, minority street gangs in more recent times. As I recall, Jack Ruby was mafia, killed Lee Harvey Oswald (JFK's alleged assassin), and, before dying in prison, said that if he told the truth about what all was going on behind the scenes people couldn't handle it or something to that effect. IIRC, at that same time Bush Sr. was head of CIA, who was implicated in Iran-Contra activities running drugs through street gangs to fund illegal operations (again, see Gary Webb and look unto Oliver North). So, long story short, the NWO Satanists pass orders down the chain to CIA who distributes work like this through street gangs. The CIA will deal with top level gang bosses, many of whom are nothing like your stereotypical drug dealers (for a fictional depiction, see the cable series called "the wire"; it actually portrays the gang level stuff in great detail). They will pay them somehow. From there, orders are passed down. By the time the low level members are activated, they may not even get any compensation or have a clue why anyone wants it done. They just take orders. In fact, it is likely that the "Why?" factor goes no farther than the CIA, and maybe not even that far. These people have a long time working relationship, and, just as your safe installer doesn't need to know what you're getting a safe for (and won't ask), the lower level people likely don't even dare think to ask why they are wanted to wreak this particular havoc. But they got paid and/or were given orders by their bosses. So they're gonna do it, and they have. That's my take, anyway. Edit: Also look into CIA planes that have crashed with large amounts of cocaine on board as well as Bill Clinton's working with G. W. Bush's CIA to run cocaine into the US via Arkansas while Bill was the governor. There is a story about child murders there, too. They weren't ritual murders, as I recall, but it appeared to be that the kids accidentally witnessed a CIA plane drug deal situation and were killed so they couldn't talk.
