From what I understand the first attempt at nuclear WW3 was actually the Cuban Missile crisis under Kennedy, but when that got thwarted by Patriots they had to wait until Reagan to try it again. I believe they tried something under Nixon as well, but I don't know the details on that. Note that the original plan appeared to be WW1 1914, WW2 1939 (1914+25), WW3 1964 (1939+25), and if necessary WW4 or full NWO takeover 1989 (1964+25).
