I think Musk is doing much more than alluding to Q. Musk is possibly running a bit of a psyop himself. Look at how he is triggering the Neo-Marxists and the radicalized social justice warriors!
But I mean psyop in a very toned down sense. Serious trolling is a form of psyop.
The tweet here is ambiguous, and ambiguity is a POWERFUL weapon in a psychological operation. It does all sorts of things to the mind, closes down some doors, opens up others.

On that level of work (psyop), you do not state the obvious without other dimensions of meaning. Musk could be indicating he doesn't care for the Q operation, but the meme says "care about", which if you interpreted it in relation to some comment about Q, would indicate either he pays no mind to it (doesn't think its worthy of his time and attention) or that he's nonchalant. And appearing nonchalant is something very good to do when you are tricking or manipulating someone's perception about your stance on something.
