We can treat malaria, but the problem is it becomes resistant to those treatments and even if we had a brand new drug and treated the entire planet with it right now it would come right back as mosquitos re-infected people. So we need to wipe out the mosquitoes that carry the bacteria too. Everywhere. And in a way they can't develop resistance to, which pretty much eliminates chemicals.
