I believe the story was adapted in 1939 by MGM to publicly reveal (soft disclosure) what had been done starting in 1913 with Federal Reserve, but continuing after the 1931 expiration of the Fed Reserve initial 20 year charter with the bankruptcy of the US (1931) and the imposition of a "National Emergency" on March 6, 1933 as an excuse for the Act of March 9, 1933 which collateralized all sovereign state property via imposition of Corporate Law in all state courts.
