Just watched the House of Representatives work to vote on all amendments (that yeas and nays were ordered) to H.R. 21 (a bill restricting withdrawal from our strategic petroleum reserves by the President and Secretary of Energy) under the newly passed House Rules. Here's what I noticed:

  1. House Representatives were actually working on a Friday!

  2. They were present on the floor doing their votes under regular order, not absentee voting methods (Zoom or proxy voting).

  3. The new 2 minute rule for amendment votes seem to work very well.

  4. Each amendment was very clear what it covered, and it was much easier to see the viewpoints held by its originators.

  5. There appeared to be equal treatment for all the amendments of H.R. 21.

  6. All the amendments yeas and nays were voted and the H.R. 21 passed on the same day (a Friday!).


I should note that none of the amendments passed. Republicans generally voted Nay and Democrats voted Yea, generally.

I did note that AOC's amendments were all three defeated with a number of Democrats (30-40) voting against them. These amendments were influenced by the Green New Deal Paris Accord stuff.

Final note. I checked in on the Senate.gov site and it said they were not in session today nor were there any committee meetings or hearings shown on the Senate website for today. Guess they do not visibly work on Fridays.
