Having served in the military, married to a veteran, and having family in the military, I have absolutely no idea how they operate outside the chain of command. As far as I can tell, there is absolutely no one given free rein to do whatever nasty shit they want to the world. They ALL answer to someone who pays very close attention to what they do and what their budget is. Military bureaucracy is absolutely a thing. It's so bad most of the time it takes 4 times the resources to do anything. There are no rogue United States Generals creating havoc in the world. They all answer to someone who answers to someone.
