Hazmat incidents are not new, hazardous chemicals themselves are not either. There’s plenty of good books on hazmat and classes you can take if you’re interested, though you will find nearly countless chemicals just as hazardous if not more so, being transported across the country as we speak, always at any time as long as there is industry and factories that need them. Interesting theory but the cabal wouldn’t need balloons to know a train is carrying hazardous materials. Plus It’s easy to just let the rail lines crumble knowing full well the rail carriers don’t mind derailments as they are relatively cheap most of the time.

My advice to anyone is this, know if you are near a mainline railway, or an industrial park with a rail yard, or at least try and be familiar with the industry in your area, this will help you understand what kind of exposure to expect should a derailment occur in your neck of the woods.
