I now suspect that some of the earlier "whitehats" of which both Eisenhower and Kennedy may have been a part of were most likely the founders of the "modern whitehats" that were triggered into a permanent, not just wartime, organization to continuously monitor and attempt to counter the cabal after the JFK takeout.

Prior to that it appears they just came together during "wartime", and were not organized to counter the "continuous warfare" of the cabal.
