They've been water-starving and droughting the farmlands, vineyards and industries and making life miserable for the 'useless eaters' and resistant land owners in Cali. They've let criminals out of jail and reduced police funding to put Cali in a state of chaos, crime and despair so that 'They' can take over the gorgeous state, rich farmland and windswept beaches for themselves.

Once they get rid of the undesirables, the middle class workers, the farm and land owners, they will tear down the ugly dense housing and use their geoengineering to seed the clouds for a few years and bring the beautiful lushness back to Cali and replenish the reservoirs.

This unexpected downpour may have been natural, and I fear that any new increase in the reservoir water will just be dumped back in the ocean by Gruesome. We'll see.
