Why would civilians be holding trials to prosecute Russian war criminals? The Nuremberg trials were held by the International Military Tribunal (IMT).
It's almost like the White House isn't in control of military justice.
Edit: Perhaps because the US and Russia aren't officially at war. Still very weird.
