FOLLOWUP - FUCK XCEL ENERGY.
So after FINALLY - months! - getting "opted out" to a "non-communicating" electric meter, I noticed the display has stayed all-0s. Just like the one they took out. Fuuuck I'd better look it up....
Model C1SR. The "R" means guess what.
Now then - according to this, this is "one way" which (even though it looks like it can be reset remotely) PROBABLY/PRESUMABLY means at least they can't cut power remotely? However, that part is not many people's main concern - Xcel customer service said "most people are opting out due to the radiation concern" - so this situation is really ridiculous (and this is the angle I will now use to hold their feet to the fire regarding what is now fraud).
(Note, interestingly, if the display did not do this, they would have likely succeeded. I honestly would not have suspected since it's obviously a different meter, and actually looks a lot simpler.)
