Note: Do NOT use a torque wrench for loosening anything ever, only tightening. I'm sure OC here knows this, and probably meant "breaker bar."

Edit: Regarding tire monkeys over-tightening, this is why I ALWAYS undo and re-torque them after getting tires installed or whatnot. It's insane, they even use torque wrenches so WTF!?!

Edit 2: Also, the comment you're replying to is regarding the actual "remove/replace the tire" part which I'm pretty sure would be the "dedicated machinery" to get the bead to seat on the rim right.
