Truly laughable when implemented. And by implemented, IIRC it was a helpful suggestion from fed .gov to state .gov but not an actual edict/mandate. Depending on the state they either did little of jumped on it. My state jumped on it. Many towns around me embraced it and their boards of health sent notices to local restaurants. Who not only complied but some added their own festive touches.

Conversation from ~spring 2020 went more or less like this -

"We need your phone number for contact tracing."

My number is private, I don't give it out.

"We need your number otherwise we can't serve you."

What if I give you a fake number?

"We'll call it and verify your phone rings."

I don't carry my phone on me, how will you verify it? (At this point wife is making noises but knows we're leaving.)

"What about your phone?" (asks my wife directly, now ignoring me)

She doesn't carry her phone either. (I ignore they ignored me)

Manager comes over and helpfully adds "You need to wear masks."

You have open tables outside 10 feet apart. (we are 20 feet from an open table)

"Yes but you need them to walk to the table."

Is that an actual rule or are you just making stuff up? (we left, no clapping heard)

Never returned and ate there often prior. By fall they shut their doors and did not reopen. Same for many restaurants around us but a few outright ignored the BS completely (and most still open now). Entirely dependent (I believe) on whether or not their local board of health staffed by Karen(s).

/i live in a deep blue state, all supermarkets put 1-way arrows in the aisles...
