I believe this is the reason for the flurry of “New State Constitutions” done just after Civil War (attempt to remove all evidence) and the 1871 Organic Act making DC a Extra Constitutional political entity, theoretically not subject to TONA XIII.

However state officials still subject to it 1871-1933; and this was attempted to be nullified 1933-1938 in states by replacement of Const Law with Corp Law (UCC) in violation of Article IV, Section 4 (Union state guarantees).
