I think this theory fits a lot of the data points. I mean, in so many ways, their system is being dismantled, failing and pushed along, even while yes, those mid-level actors are doing what they do. Also, "top level of the Cabal (being) fully neutralized" in reality corresponds to "key centers of power being controlled", although I've really only been looking at the flow of the board and the actions of the players, and not really thinking a lot about what actual condition the top level might be in (even though I realize now that my thoughts on game theory actually imply what you've said).

I'm thinking more about Oz these days, as I plug into twitter and see the kind of rubbish still going on here. (For a large part, since mid-2022, I've let my focus shift back to the US, and haven't been keeping track of much here at home.)
Broadly, I think that the system being destroyed and flushed out in the US and the commensurate power centers (London, Vatican, Brussels, etc) will eventually force a flushing out over here, but in the meantime, it seems like this particular train is still careering along the previous tack, a lot more than the US or rather, a lot less being changed here than in the US.
Isn't it the case that there is commonly a big delay in Oz following the larger geopolitical flow? Feels like it.
