I'm not quite sure you read that EO correctly - It was for the purpose of "Responding to the COVID Emergency" so it would not apply to this and it authorized deployment of the Ready Reserves - it says this about the NG:

The Secretary of Defense or the Secretary of Homeland Security, as applicable, will ensure appropriate consultation is undertaken with relevant state officials with respect to the utilization of National Guard Reserve Component units activated under this authority.

I'm not too confident that any of the "relevant state officials" would agree to the "consultation"
