Except that that is exactly the context in which the statement is made. You are "dropping" essential context in making this and similar statements.

When we say "The Russians did this" or "The Germans did that" or "The Japanese did such and such" we are NEVER talking about each, specific individual of that group.

False. The rhetoric, the intent behind the phrase "the Russians did this" is to create a generalization fallacy. That is the purpose of the phrase.

If I were to instead say, "Stalin and his thugs did this," that would be perfectly clear to everyone exactly who I am blaming for some action. When I say "the Russians did this" it may be clear to some (very, very few), but to the vast majority, it would be "those damn Russkies!" "those Commie Bastards!" "we need to wipe them off the face of the Earth!" It is exactly such rhetoric, and the built in association fallacy, that is used to justify every war. If the real enemy named is some specific person or small group, then the effort would be to take out the specific person or small group. When the false enemy named is an entire group of people, then the effort is to take out the entire group.

Why don't we end wars with assassination or targeted attacks? Is it because "assassination is too hard?" Of course not. That is a lie told to us by compromised entities all working together in Controlled Opposition. We don't end wars with targeted attacks because "eliminating the enemy" is not the purpose of war. The purpose of war is to create fear, an illusion of a false enemy, and to steer a narrative. The purpose of war is Social Engineering.

The only people complicit, are the ones actually committing the crimes. Unless and until we start naming the people who do the crimes we will never be looking at the right enemy. The people are not any of the common groups we talk about. It's never "the Germans," or "the Russians," or "the Jews," or "the Muslims," or "the Americans," or "the Democrats," etc. It is always, always, ALWAYS a very small group of individuals (the Cabal), who speak with a very loud voice. Until we start naming them, and not the larger groups they use as a shield to hide behind, then they will always escape.
