Confused. I thought Fed reach would take precedence if it were more onerous than State level. If state level were more onerous, then that one would be the law followed. (ex: marijuana. Feds still have as illegal, even in states that would allow it. It's just that the feds don't enforce unless it is beneficial to something else they're working on.) (ex: speed limits - remember "55 max" throughout the country? Even if states wanted to go higher, feds more restrictive rule takes precedence. That was during an 'energy crisis' period, before we realized we had the most underground oil reserves anywhere.)
