Also, Samuel was accused of war racketeering during WW1 when Hoover appointed him in charge of deciding who got what weapons. It was claimed he was sending weapons to Germany.

It seems that ol' Sammy was the first criminal in the Bush clan gang, as he went to work for Frank Rockefeller, brother of John D., and through that company became BFF's with the Harriman brothers of railroad and Wall Street fame.
