I think this is 1783 Treaty of Paris. Sometime between 1783 and 1788 signing of US Constitution, the Crown purchased colonial debt from the French (suspected 1785 or 1786). In exchange for Central Bank, Bill of Rights was not blocked by British agents (1791).

Central Bank had 20 year charter and assured interest payments on debt to Crown. When Bank charter not renewed in 1811, Britain attacked (War of 1812) until US achieved stalemate and agreed to new bank 1816-1836, ended by Andrew Jackson, and liquidated 1841, setting up the Civil War with Britain funding the South directly via “the Royal colony” South Carolina.

The US has been actually “free” for about 31 years (1783-1790, 1812-1816, 1841-1861) since “winning”. Bill of Rights was a true win, but it has been continuous undermining of sovereignty by Britain since 1791.
