There were reports that in Trump's last days in office McConnell threatened him that impeachment would succeed if he pardoned Assange. This could be him sticking to his word in that regard.
Phrasing matters. The fraud doesn't need to be "widespread." Five counties in five states was enough to swing the whole thing in the wrong direction.
