The bill passed by a vote of 82–46, with several Democrats joining Republicans in support.
It now returns to the Senate for final approval before being sent to Governor Greg Abbott, who is expected to sign it into law.
The legislation would take effect on September 1th, aligning with the start of the new school year.
Under the bill, schools must post a version of the Ten Commandments taken from the King James Bible, matching the text used on the monument outside the Texas State Capitol.
“The wording won’t need to be subject to a new court case objection,” said Rep. Candy Noble (R-Lucas), the bill’s sponsor in the House.
“This monument and the words on it have already been approved and upheld by the Supreme Court in a 2005 case.”

The U.S. Food and Drug Administration is “initiating action” to remove children’s concentrated ingestible fluoride prescription drug products from the market.
The drugs, which come in tablets and lozenges, are routinely prescribed to children in the U.S. as a means to prevent cavities. They can be prescribed to babies as young as 6 months old.
Overwhelming scientific research shows that fluoride’s benefits to teeth are topical, not the result of ingesting fluoride. Research also shows that ingesting fluoride is linked to reduced IQ, behavioral issues, disruption of thyroid functioning and the gut microbiome.
“The best way to prevent cavities in children is by avoiding excessive sugar intake and good dental hygiene, not by altering a child’s microbiome,” FDA Commissioner Marty Makary said in the press release. “For the same reason that fluoride may kill bacteria on teeth, it may also kill intestinal bacteria important for a child’s health.”
Makary said he is instructing the FDA Center for Drug Evaluation and Research to evaluate the risk of systemic fluoride exposure from the drugs. “When it comes to children, we should err on the side of safety,” he added.
The agency said it aims to complete the safety review and public comment period and take action on the removal by Oct. 31. The U.S. Department of Health and Human Services also intends to issue best practices for dental hygiene in children.
Dr. Griffin Cole, conference chairman of the International Academy of Oral Medicine and Toxicology, told The Defender the announcement was “great news for children’s health.”
“Given what we now know about the dangers this drug poses to children, we need to find ways to reduce children’s intake of fluoride. And removing these ineffective and dangerous fluoride drugs from the market is one obvious way to do that.”
JFK Files Reveal CIA’s Chilling Fixation On Brainwashing Techniques
President Donald Trump’s release of thousands of files connected to JFK’s assassination has included manuals connected to some of the most mysterious tools available in clandestine operations.
One nearly 400-page trove of documents reveals a CIA fixation on brainwashing. At some point in the late 1950s or early 1960s, the intelligence agency created a digest of nearly all the available literature in almost every language on brainwashing experiments and techniques since the 1920s.
Many of the documents have unclear origins and little context. Some manuscripts appear to be missing pages or are misplaced somewhere in the collection, leaving some incomplete or disjointed.
However, they all share a common theme and methodically dissect the practical elements of how other countries interrogated and brainwashed people.
Soviet Interrogation and Brainwashing Techniques
One document is introduced as “Dr. Bauer’s paper is directed at the question of the purported Soviet origins of Communist techniques of “brainwashing.” It is a reaction against the popularly held belief that “brainwashing” is a deliberate exploitation of Pavlovian psychology.” It is not immediately clear who this doctor is or how the CIA came to obtain his expertise.
A later document that appears to fit this description describes the Soviets as both deliberately and incidentally brainwashing German prisoners. It reads that prisoners would be worn down by “(1) conscious Soviet efforts to manipulate the prisoners’ environment, (2) direct attacks upon the prisoners’ belief systems, and (3) the general physical and sanitary conditions of captivity which in large part were ‘unintended’ and the direct result of the war, or living conditions inside the Soviet Union.”
The paper’s author described the various forces that could be employed to brainwash groups.
“Under conditions of extreme physical and mental stress accepted group norms tend to break down and the ensuing situation may best be described as one of ‘everyone for himself’. The Soviets fostered and accelerated this process by breaking up formal and informal groups, and by segregating prominent resistance leaders who otherwise might have enforced compliance with previous group norms. By introducing a system of rewards and punishment the Soviets channeled changed behavior in the direction of collaboration.”
One passage describes the Soviet tactic for breaking resistance from individuals.
“A familiar method to break the resistance of subjects was to ask them about matters on which the Soviets were well informed anyway. Upon subject’s refusal to supply the information, or upon the submission of misleading information, punishment would follow immediately, and subject would then be shown that the Soviets had the answers all the time. This obviously was designed to create the impression that the Soviets had all the answers and that it was, therefore, not worth while [sic] to continue resistance and inflict punishment.”
The document noted that German officers who had served at the Battle of Stalingrad and suffered elevated levels of psychological trauma were disproportionally likely to become “permanent collaborators” with the communist regime. Five of the twelve collaborators the paper examined had been officers in Stalingrad. Many of these permanent collaborators eventually held high office in East Germany for significant periods of their post-war adult lives.
Brainwashing could be constantly reinforced by asking prisoners to complete tasks with a pro-communist bent, such as answering questions about “capitalist exploitation” or signing leaflets.
In some instances, prisoners would be forced to take an “anti-fascist oath” and divorce their wives if the wives were deemed “unreliable.”
Chinese Communists Interrogation and Brainwashing Techniques
Another set of CIA documents described the Chinese as embracing a drastically different method of brainwashing. The documents describe far fewer instances of depravation and violence against prisoners. One document of unclear origin describes a “lenient policy” among the Chinese captors wherein the Chinese did not brutalize their captives and instead attempted to re-educate Americans with “unawakened” views.
One document said the Chinese favored repetitious forms of questioning:
“Another principle utilized might be called the principle of pacing. Of all the demands the Chinese made, the first ones were always trivial, but became progressively harder and harder to meet as time went on. If, in interrogation, a man once got into the habit of giving answers to trivial questions it was not long before he was asked more meaningful ones, until eventually he was asked to divulge highly important information. In persuading a man to participate he was often asked simply to repeat a statement or to write down the questions and thus was gradually brought to the point of giving original or spontaneous material or engaging in self-criticism and mutual criticism spontaneously. Describing one method of interrogation for prisoners of war, a document said:
“The writing of autobiographies, the group discussions, the mutual criticisms, and so on, all demand that the POW take an active role in the process, rather than merely to sit back and passively listen to the lectures. Repetition was apparent in almost everything the Chinese did. Points were repeated in lectures over and over again. If the “thought conclusions” arrived at in group discussions were not satisfactory, the men had to listen to the lecture again and repeat the group discussion.” The documents include observations that Chinese interrogations of Americans captured during the Korean War involving self and mutual criticism were not effective as the Chinese lacked a sophisticated understanding of English and American idioms.
The files reviewed by The Dallas Express do not represent the entirety of the 80,000 files. This brief review is one of the outlet’s first attempts to highlight interesting parts of the files in the hours after the first batches became available. More stories will soon follow.

President Kennedy had been due to appear at Soldier Field, the American football stadium just south of Grant Park in Chicago, on Saturday 2 November 1963. Three days before Kennedy’s arrival, the FBI in Washington, DC, contacted the Secret Service office in Chicago and informed them of a plot to assassinate JFK on his journey to the stadium.
The Nature of the Chicago Plot According to the FBI, a group of four right–wing extremists, armed with rifles, would probably attempt the assassination while the president’s car was on the Northwest Expressway between O’Hare Airport and downtown Chicago.
Secret Service investigators followed two leads:
On Thursday 31 October, a landlady telephoned the Chicago police, telling them that she had discovered four rifles in one of her rooms which was rented to a group of four men. The police informed the Secret Service, who took two of the four men into custody the next day. There are no records of any weapons having been discovered. The two men were interrogated, but refused to admit to being part of a conspiracy to murder the president. An unknown source accused a man named Thomas Arthur Vallee of threatening to assassinate JFK. Although Vallee was not associated with the two men in custody, he appeared to be a right–wing extremist and he certainly owned several guns and a large quantity of ammunition. At about 9 o’clock on Saturday morning, two hours before Kennedy was due to land at O’Hare, Vallee was stopped by the police on the pretext of having committed a minor driving offence, and was arrested. Kennedy’s trip to Chicago was called off at the last moment, ostensibly because of the need for the president to monitor the progress of the military coup d’état in South Vietnam, which had taken place the previous day. The two men in custody were released without charge, and have never been identified.
The Chicago Plot and the Dallas Plot Threats of violence against political figures happen all the time. The significance of the Chicago plot, if there was one, rested on its apparent similarities to the events in Dallas three weeks later. In particular, there were several similarities between the career of Lee Harvey Oswald and Thomas Arthur Vallee’s account of his own career:
Both were former Marines. Both had served at Marine bases in Japan that hosted the U–2 spy plane: Oswald at Atsugi, Vallee at Camp Otsu. Both had been involved with anti–Castro Cubans: Oswald in New Orleans, Vallee at a training camp at Levittown on Long Island, New York. Both had recently started working at premises that overlooked the routes of presidential parades: Oswald at the Texas School Book Depository on Elm Street in Dallas, Vallee at IPP Litho–Plate at 625 West Jackson Boulevard in Chicago. There were two other curious coincidences:
The tip–off to the FBI about the assassination plot in Chicago came from an informant identified only as ‘Lee’. In the first few weeks after the assassination, there were rumours that Lee Oswald had been a paid informant of the FBI. Thomas Vallee was arrested at 9:10am Chicago time, having been under constant surveillance since the previous day. Five minutes later, at 10:15 Washington time, President Kennedy’s press spokesman, Pierre Salinger, announced that the visit to Chicago had been cancelled. The decision to cancel the trip had presumably been made several minutes earlier. The timing has led some commentators to conclude that Vallee was allowed to remain on the streets until he was no longer required to perform his unwitting role as designated patsy. Abraham Bolden and the Secret Service Abraham Bolden claimed that the Secret Service had not informed the Warren Commision of the events in Chicago. When he attempted to contact J. Lee Rankin, the General Counsel of the Warren Commission, Bolden was arrested and charged with accepting a bribe. He was convicted after a retrial, and was sentenced to six years in prison.
Bolden claimed that he had been framed. He had been convicted on the word of two known counterfeiters, one of whom later admitted in court that he had committed perjury when testifying against Bolden.

Muslims Plan “Sharia City” in Texas, Governor Abbott Immediately Shuts It Down
America has long prided itself on a legal system built on the Constitution and the rule of law. Unlike many nations around the world, the United States maintains a clear separation between religious doctrine and civil governance.
This foundational principle is now being deliberately challenged as certain groups attempt to establish parallel societies within our borders.
Western European nations have already witnessed the dangers that arise when communities develop in isolation from mainstream society.
Neighborhoods in parts of France, Belgium, and the United Kingdom have become what officials openly describe as “no-go zones” where local customs and sometimes even local laws take a backseat to religious practices.
Texas Governor Greg Abbott has intervened decisively against such developments in the Lone Star State. He recently declared that a planned Muslim community development outside Dallas will not be permitted to operate as proposed.
The governor’s statement came in response to plans for a 402-acre development called “EPIC City” that would house over 1,000 people just 30 minutes from Dallas.

“To be clear, Sharia law is not allowed in Texas,” Abbott wrote. “Nor are Sharia cities. Nor are ‘no go zones’ which this project seems to imply. Bottom line. The project as proposed in the video is not allowed in Texas.”
The planned community, led by members of the East Plano Islamic Center, would include a central mosque, Islamic schools, housing, clinics, stores, and a nursing home. Dr. Yasir Qadhi, a resident scholar at the Islamic Center, described the development as “more than just a neighborhood, it’s a way of life.
A meticulously designed community that brings Islam to the forefront.”
According to reports, demand for the community was so high that two additional developments, called “EPIC Ranches,” have already been planned nearby. The first phase of land acquisition reportedly sold out “within days” after being announced.
Concerns About Parallel Legal Systems Governor Abbott’s concerns about “Sharia cities” reflect growing apprehension about the establishment of parallel legal systems within the United States.
Sharia law, based on Islamic religious texts, governs many aspects of Muslim life including prayer, fasting, marriage, divorce, and business transactions.
Critics rightfully worry that self-contained religious communities could attempt to implement their own internal governance systems that conflict with American laws and values.
These concerns were heightened by language on the EPIC City website that initially appeared to suggest restrictions on who could purchase property in the development.
The website originally stated they would “limit sales to only persons we believe will contribute to the overall makeup of our community.”
This language raises obvious red flags about potential discrimination and selective admission practices that would violate fair housing laws.
Only after media scrutiny did Community Capital Partners, the group managing the EPIC City project, change the website wording. The Dallas Morning News reported that the group suddenly claimed it would adhere to the Fair Housing Act and “will not enforce blanket bans on any group of people.” The timing of this reversal deserves skepticism.
Developer Claims Versus Community Design Developers behind EPIC City insist they will follow all state and federal laws. Qadhi told The Dallas Morning News that the community is open to anyone, regardless of religion, and that they are “not building an exclusive community.”
“Our main focus is actually family and not faith,” Qadhi claimed, while also emphasizing that many Muslims pray five times daily, making proximity to a mosque a priority.
Yet these statements directly contradict the very design of the community—centered around a mosque with Islamic schools and facilities—which clearly suggests a development built specifically for Muslims.
The promotional video described the community as one that “brings Islam to the forefront,” exposing the hollow nature of claims about inclusivity and integration.
Mercedes Colwyn, a legal analyst quoted by NewsNation, suggested that talk of Sharia-based law might be “fear-mongering” and “just an overreaction of what people perceived EPIC City to stand for.”
Such dismissive attitudes ignore the developers’ own statements about creating an Islamic-centered community.
Impact on Local Communities Residents living near the planned development have expressed concerns that go beyond religious considerations. Greg Abbott (no relation to the governor), a 62-year-old lifelong resident of Josephine, Texas, worries about infrastructure.
“The little town we know is gone, and that’s fine,” Abbott told The Dallas Morning News. “Progress is coming; I’m OK with that. … But they have to address infrastructure, and they have to address how you’re going to get cars in and out of here.”
Other neighbors worry about wildlife, construction noise, and the strain on rural resources from such a large development.
Some have already decided to move away from the area rather than deal with the coming changes.
Ironically, the controversy has reportedly increased property values in the area. Some longtime residents who aren’t wealthy now find themselves “sitting in a very prime location” that could allow them to “retire and enjoy the rest of their lives,” according to the local Abbott.
