I'm talking about the general population though, not just Q people. Most people don't have that kind of food and water saved up, it would also have to be dry food in case of power outages, they would have to be able to cook it somehow. Many prescriptions disabled and elderly people depend on happen to be thing like narcotic pain killers for example, which you cannot simply stock up on. Also, if POTUS or someone told people to go and prepare, that would likely cause rioting and looting among the poor and desperate.
So with all these things considered... I just assume the military or someone has supplies saved up for the people and can distribute them. Not only to minimize loss of life, but for optics and keeping Americans feeling safe.
What about elderly and disabled people who depend on others and require prescriptions to survive? I would assume the military would not put all these people at risk and would have these things sorted out.
