Essentially, everyone is our enemy, and we have been influenced by world powers since our inception. Some of this has been going on in other places for potentially 1000s of years...

The idea behind Q is that we have captured ALLLLLL of their intel, and we are slowly going after every single last one of them, but its critical to save face for some of these guys, at least until the end.
