Well I see it this way, and maybe I'm wrong about this because I don't know the process, but if you were planning on arresting a lot of people at once sounds to me like a good time to do it would be when the senate and congress is all in one place together... and having likely millions of supporters near by would make it near impossible for any escape or interference.
