If they 2/3s it through would this hold up in court? Seems unconstitutional for one branch of government to restrict the power of another

Also how would this play out if Biden gets inaugurated and we revolt? Is the choice between just sitting there with his dick in his hands and martial law?

On the other hand the insurrection act is a power given to the executive by the legislature, so i guess they would have reasonable grounds to take it away. Strange that they would handcuff the incoming president-elect biden like that though....
