Considering the timing/location, I can only guess that this wasn’t intended to kill a lot of people. Maybe more aimed at making a political statement or even a practice run?

It looks like a diversion to me. Might be something created to clog up the news cycle while arrests are being initiated. Or it could be an aborted FF. Who knows?
