Bill Binney has stated that while the NSA (and probably others) capture everything, they don't have the bandwidth to process real time. So while I think they can go back and forensically piece together who was involved, I don't think they have the capacity to pre-emptively act unless they already know the perps.
Binney left almost 20 years ago so perhaps a lot has changed, but I do think real time, pre-emptive actions would be very difficult to thwart.

I think they are too busy monitoring sites like this to actually stop any real crimes.
