There are several telecomm facilities in that area. Two are ATT. The Batman building down the street which is a colocation datacenter and the IPX hub facility which is the one that was damaged.
The damaged building was actually a switching hub and IPX peering exchage point. My look into it is that the undamaged batman building up the street would house the colo facilities. However, Cloudflare does host some bigger clients that would have been brought in by one of their main architects... an old associate of mine... who has an interesting international background and experience. Those sort of clients would have been candidates for colocating in the more secure IPX facility. I don't think that QRV Voat would be counted amongst them.
I'm thinking the RV was sent in by white hats to warn about the event that they had info on but could not prevent.

Also... Cloudflare, like most high end cloud networks are meshed between multiple locations. Often using Akamai and its descendent technologies.

I read there were "servers" or "data" info stored in an ATT building there. Not sure if this is true. I think I was reading this info on POAL.
