Effectively both. Intelligence operations are tied to military units. If CIA has no control of units (removed 11-18), no reason to give them money. DIA/NSA has already duplicated their core functions.
I have not reviewed latest funding bill. The bulk of CIA funding was for Counterterrorism Ops.
You may be technically correct about no immediate 100% cutoff of all funds as some “cleanup” ops may be required, but they are neutralized as of 1-5-20.
Patriots who know saying retaliation expected, but all CIA remnants fully neutralized by 1-13-20.
