If it comes down to one vote per state, the legislature IN THAT STATE, would make the decision, not the representatives in the us house.If republicans indeed stick together they could win as republicans do control more state legislatures than dims. i have heard around about 30 to 20. Then an elected congressman from that state would take that vote back to the us house-congress. I think it's only happened 2 or 3 times in history...
