Also, no one approached the vehicle? RV plays a recording and that's good enough to evacuate but just don't be in too big of a hurry.

That's what I don't understand. They were just walking. If they were trying to evacuate the place, why not run around, why not have megaphones yelling for people to evacuate, identifying yourselves as police? Why were they not being quick about things? I know if I woke up and heard some weird random "please evacuate" message being played, with no police identifiers, I would think maybe it was a prank or maybe someone trying to rob the damn place.
