Jan 6, mass arrests?

The House and the Senate meet in a joint session on Jan. 6. Possibly a good time when everyone is together to start the mass arrests. If they are military arrests we will need the army there. I wonder what excuse can be made to have the military there already as a distraction. Any thoughts?

Once the Covid Relief bill veto is overridden the president cannot invoke the IA without the approval of Congress.

I'm suspect the insurrection act has been in play since the 4th of Nov. Is there anything requiring the President to announce it publicly?
