I really don't see potus inviting people there without a warning unless he knows it will be under control.

This is my thought. I doubt that he would risk encouraging people into harm's way. Not is he a risky gambler; I believe he knows that victory celebration is now a foregone conclusion, and knew so as he called for our presence there.
