Now that Joe has kind of opened things up concerning the foreign aid rackets, is it fair now to ask, "What is the going rate kicked back to Washington by foreign nations receiving foreign aid? Is it 6% ? Maybe 10% ? Or, is it negotiable on a case-by-case basis?"
