It is the president pro tempore of the Senate who happens to be Sen Chuck Grassley. Where Lin wood got that it would be Pompeo I never have figured out.

If the president pro tempore of the Senate is somehow removed/incapacitated, the line of presidential succession moves on to the Secretary of State. Pompeo. Perhaps this follows the same lines?
