"should resign" I don't read that as "will" resign. Perhaps Wood was making a suggestion? Or a promise of what will be revealed if they don't?

Exactly, disinformation and innuendo are Wood's specialty. These are opinions and not specific accusations. But there are some hot coals behind his smoke.
