Yep, when CBS said there will be a message, I was expecting exactly this. Same as previous comms, just another rehash. "To those who broke the law, you will pay" was interesting. The only mention of transition to Biden was from Director Miller's twitter. DOD/Military, so likely a head fake for CCP/DS. (At this point we have to hope that, honestly.)
