He did not concede. Orderly transition of power can mean anything. Like rounding up traitors and criminals quickly and efficiently while releasing the reasons for their incarceration.

Sure, there will be lefty riots, but they will be put down swiftly, with as little loss of property and life as possible. It's a big gambit. If Trump decided to concede, he would let us and the world know it clearly and concisely.
