It may not be an option on your phone or device, simply because Presidential Alerts are mandatory. This feature is not available to be altered. I have it show up as a grayed-out section within my alert notification settings with the description, "Presidential Alerts are mandatory and always turned on".

I see others even have receive tests. I do remember not being able to disable presidential tests. You would think it would at least show that somewhere in settings or documentation. Wonder if android removed it or his them?
