Well, if you watch this newly released video (from an alternate angle) of Ashley Babbitt being "shot" - then I would have to say the answer to your question may be that the officer was "assisting/directing" the infiltrators.

Was Ashley Babbitt a CIA plant, a mere actress in a scene faking her own death?
