Why did he tell people to go to the Capitol if he knew the violence was planned?

My guesses:

He reasoned Patriots wouldn't have stormed the place and broken, burned, looted. Secondly, if he says don't go, it might spook the antifa/DS in to not going because they wouldn't be able to hide amongst a larger crowd. And if grabbing corrupt reps computers/info, we needed to get in there under cover.
