This maybe looks like a way for the US to exert its will (somehow) in foreign countries by funding business they think will align with the US's goals? It smells of corruption, but I don't think Trump would start a corrupt government agency.

With what we now know about Swamp rats getting kickbacks from foreign countries after giving them billions of dollars in "aid" I wonder if this was one of the ways he started shutting down their taxpayer funded piggy bank schemes?
