but I mean - what network, what Internet site could he get onto to use video as a means to reach the public?

He could probably get ONAN to - but they themselves might risk having their app on Roku and other streaming devices kicked off

There is no medium he could get access to that would be able to reach a large swath of the public

Alert messages over EMS would seem to be all there is at this point
